La OCR es una organización política formada por comunistas revolucionarios
que defienden la viabilidad del Socialismo como lo formularon Marx y Engels y
fue desarrollado por Lenin, y aplicado durante la construcción del socialismo
en la URSS en el período de Stalin, siendo una gran experiencia, valiosa para
la futura sociedad socialista a implantarse en Chile.
La OCR tomó su nombre para honrar al gran líder obrero y dirigente comunista,
LUIS EMILIO RECABARREN, del cual pretende rescatar la consecuencia
revolucionaria proletaria, abandonada por el partido comunista de Chile, el
que adhirió a la línea revisionista que se impuso desde 1956 en el XX
Congreso del PCUS y que llevó a la posterior destrucción de la URSS y de las
Democracias Populares.
SUS ORÍGENES
Sus orígenes lejanos se remontan a los años 60, cuando al estallar la polémica
anti-revisionista en el movimiento comunista internacional, se produjo la
separación de los comunistas consecuentes que defendían los principios
revolucionarios del Marxismo-Leninismo, de aquellos partidos aburguesados que
se sumaron a los acuerdos revisionistas adoptados en el XX y XXII Congresos
del PCUS. Partido que al promover la supuesta "Vía pacífica al
socialismo", renegar de la Dictadura del Proletariado y ser dejada de
lado en la URRS, permitió que la reacción interna creciera con la ayuda del
imperialismo internacional e impulsara la descomposición política – económica
y moral de ésta y la posterior destrucción del primer estado obrero
campesino.
En Chile, los militantes que estaban por el Marxismo-Leninismo abandonaron los
viejos partidos "comunista" y "socialista" y
formaron el combativo Grupo Espartaco, que tras
un Cogreso Programático y constitutivo pasó a llamarse Partido
Comunista Revolucionario - PCR - , que realizó una abnegada actividad
revolucionaria de discusión y defensa del marxismo-leninismo. Aunque
este partido vertebrado nacionalmente fue la vanguardia ideológica de
los obreros , estudiantes y campesinos conscientes, frente a los políticos
oportunistas de derecha e izquierda, no estuvo ajeno a los errores de
izquierda que lo llevaron a aislarse de las masas en el período de la Unidad
Popular; lo que condujo a su división y posterior desaparición a
principios de los 80, por la represión que desató la dictadura en su contra.
En 1985, algunos cuadros políticos y miembros del PCR. se reagruparon y
dieron vida a la Organización Comunista Recabarren.
¿CONTRA QUÉ LUCHA
LA O.C.R.?
La OCR combate a los grandes grupos capitalistas y multinacionales
que explotan a los trabajadores y saquean las riquezas nacionales protegidos
por los poderes imperialistas, principalmente el imperialismo yanqui, el que a
través del Fondo Monetario Internacional -FMI- y el Banco Mundial, imponen a
nuestros pueblos sus políticas de expoliación.
La OCR lucha por transformar los medios de producción (riquezas
naturales, industrias, empresas, etc.) en propiedad social, terminando con la
propiedad privada de éstos, que solo permite la explotación de la clase
obrera y el empobrecimiento del pueblo.
La OCR combate el estado burgués que garantiza la dictadura del capital
contra los trabajadores, usando las fuerzas armadas y de orden
como guardianes de sus intereses y la burocracia, para impedir la
participación del pueblo en la administración del país. Lucha por instaurar
en Chile un Estado de nuevo tipo, un Estado de Democracia Popular para
construir el Socialismo en Chile.
EL CAMINO
DE LA OCR
Proponemos crear un fuerte y vasto Movimiento
Popular Político – Social en el cual estén representados
todos los partidos populares y organizaciones sindicales y sociales para
luchar por:
UNA DEMOCRACIA REAL Y NO FICTICIA
* El término de la constitución de 1980, nueva constitución generada democráticamente.
* Para terminar con el actual sistema electoral binominal diseñado para impedir que representantes del pueblo lleguen al parlamento.
* Terminar con los senadores designados.
* Terminar con el Consejo de Seguridad Nacional que somete a la ciudadanía al control de las FF.AA.
* Democratización de las FF.AA. y de Orden, eliminando de éstas la ideología fascista
* Término de la inamovilidad de los comandantes de las FF.AA. y de orden.
EL RESPETO A LOS DERECHOS HUMANOS Y LIBERTADES PÚBLICAS
* Exigimos verdad, juicio y castigo a los crímenes de la dictadura.
* Restringir la justicia militar solo a los delitos cometidos entre militares.
* Derogar la ley antiterrorista y modificar la ley de Seguridad Interior del Estado.
* No a una nueva CNI.
* Término del "Plan Laboral" y reforma del código del trabajo que limita la capacidad de defensa y de lucha de los trabajadores ante las alzas y la cesantía.
* Integración positiva para los pueblos originarios, respetando sus derechos.
POR UNA MEJOR CALIDAD DE VIDA PARA LOS CHILENOS
* Distribución mas justa del ingreso nacional a través de: Aumentos de sueldos, salarios y pensiones de acuerdo al alza de los productos de consumo popular.
* Reforma Previsional que termine con el negociado de las AFP y las compañías de seguros.
* Reforma de la salud que mejore la medicina pública, terminando con el subsidio del Estado a las Isapre.
* Destinar un mayor presupuesto para la construcción de viviendas para los trabajadores, auxiliando la autoconstruccion y reparación de viviendas.
* Mayor presupuesto para educación y defensa de la educación estatal.
DEFENSA DE LA ECONOMIA Y DE LA INDEPENDENCIA NACIONAL
* Revisión de todos los convenios con el FMI y el Banco Mundial lesivos para el país.
* Protección de la producción nacional ante la competencia extranjera. No al tratado de libre comercio. Entregando el Estado ayuda crediticia a los pequeños industriales y agricultores interesados en el aumento de la producción.
* Exigir que los fondos previsionales administrados por las AFP sean invertidos en su totalidad en el país.
* Fijación por el Estado chileno del precio de venta del cobre en el exterior.
Este
gobierno, si bien no terminará con el capitalismo, tenderá a terminar
con el poder de los grandes monopolios nacionales y transnacionales,
creando un área de propiedad social apoyando a la mediana y pequeña empresa
para restablecer las bases económicas del país que nos permitan romper
con la dependencia del imperialismo yanqui, y lograr un desarrollo propio, de
acuerdo a los intereses de la nación chilena, para lo cual necesitamos
promover la unidad económica con los países Latinoamericanos, como una
unidad productiva y no solo comercial.
Esta etapa
histórica de Gobiernos Populares preparará el paso a la Revolución
Democrático Popular, que romperá definitivamente con el poder de los
capitalistas, instaurándose un nuevo estado, el Estado Democrático Popular,
que será la expresión de la Dictadura Democrática de la clase obrera en
alianza con el campesinado y la pequeña burguesía urbana. Estado que
organizarán las mismas masas populares, constituyéndose CONSEJOS
POPULARES desde el nivel local al nacional, estando bajo su control
el gobierno democrático popular, que será dirigido por un FRENTE
POLÍTICO integrado por todos los partidos populares que estén por
dicha revolución, bajo la hegemonía del proletariado.
Esta
revolución será la primera etapa en la conquista del Socialismo en Chile,
proceso que se llevará a cabo junto y simultáneamente con la lucha de los países
latinoamericanos por su liberación. Uniendo además la lucha emancipadora de
la clase obrera chilena a la lucha que dá el proletariado internacional por
terminar con la explotación imperialista.
EL PARTIDO
Los cambios que el país necesita, los desean todos los sectores sociales de
nuestro pueblo, pero de ellos solo es la clase obrera la única que
puede unirlos en la lucha por un Gobierno Popular, Democrático, Nacional Anti-Imperialista
y pasar a la Revolución Democrático Popular y al Socialismo, porque las
otras clases se mantienen en el campo del capitalismo.
Para conquistar el poder político, la clase obrera deberá constituirse en un
partido, en el cual militen sus mejores representantes. Partido que debe estar
armado con la teoría revolucionaria proletaria el Socialismo Científico
(Marxismo – Leninismo).
Luis Emilio Recabarren fundó en 1912 el Primer Partido Obrero Chileno,
el Partido Obrero Socialista, el que en 1922 pasó a ser el Partido Comunista
de Chile. Este partido al caer desgraciadamente bajo la influencia pequeño
burguesa, abandonando en 1956 los principios revolucionarios del Marxismo –
Leninismo, se transformó de un partido de raíz obrera en uno reformista
pequeño burgués.
La OCR tiene como labor principal el luchar por la constitución de un
partido de nuevo tipo, un Partido Comunista Revolucionario, por eso,
junto con echar las bases de ese partido, impulsa a la vez la unidad de
todos los comunistas fieles a los principios revolucionarios del Marxismo
Leninismo y que defiendan la vía insurreccional de masas para conquistar
el poder y la dictadura del proletariado.
DECLARACION
DE PRINCIPIOS (1985)
La traición histórica hecha por la camarilla revisionista de Corvalán y Cía.,
en 1956 a los principios del Marxismo-Leninismo, transformando al partido
Comunista de Chile, fundado por Luis Emilio Recabarren, en un partido
oportunista pequeño burgués, dejó a la clase obrera chilena sin su partido
político.
Varios intentos se han hecho por construir un nuevo partido Comunista Marxista
Leninista en Chile, pero estos esfuerzos han fracasado ante la acción
perniciosa de desviaciones de izquierda o de derecha, y aquellas agrupaciones
que dicen ser el nuevo partido, aún no han roto con dicho remanente y con las
viejas practicas revisionistas heredadas del viejo partido
"comunista" de Chile.
Estos intentos han permitido, no obstante, el desarrollo político de muchos
revolucionarios en los principios del Marxismo – Leninismo, y parte de éstos
han constituído una organización política a la que llaman ORGANIZACIÓN
COMUNISTA RECABARREN (OCR), en honor al gran líder obrero y dirigente
comunista chileno, LUIS EMILIO RECABARREN.
La OCR tiene por objetivos:
1.- La difusión del Socialismo Científico y su defensa de
deformaciones y tergiversaciones por parte del revisionismo y de los
oportunistas de izquierda.
2.- La organización del partido del Proletariado chileno, el
nuevo Partido Comunista que se fundará dentro de los principios del
Socialismo Científico ( Marxismo-Leninismo) elaborados por Marx, Engels,
Lenin y Stalin.
3.- Coayudar, en este proceso de organización del Partido
Comunista Marxista-Leninista de Chile, al movimiento obrero en su lucha contra
la explotación capitalista, desarrollando su conciencia de clase, esclareciéndole
todo lo referente a su enemigo de clase, contribuyendo a su organización, ya
sea para la lucha reivindicativa así como para su combate político contra la
burguesía.
4.- Unir el Socialismo Científico (Marxismo-Leninismo) al
movimiento obrero, indicándole que el verdadero objetivo de su lucha es
conquistar el poder político. En una primera etapa, en alianza con el
campesinado y la pequeña burguesía urbana para instaurar un régimen de
Democracia Popular para continuar con la construcción de la sociedad
socialista, en camino a la sociedad comunista.
5.- Unir la lucha emancipadora del proletariado chileno a la
lucha de los pueblos sometidos por el imperialismo, que realizan al igual que
el nuestro, por su independencia política y económica, así como la que dá
el proletariado mundial por liberar a la humanidad de la explotación
capitalista.

ESTATUTOS
DE LA OCR PRINCIPIOS BÁSICOS
1.- El Militante:
Puede ser miembro de la Organización Comunista
Recabarren OCR cualquier obrero, trabajador o persona que no explote trabajo
ajeno y acepte el programa y estatutos, contribuya a su aplicación práctica,
actúe en uno de sus comités bases, cumpla con todas las decisiones de éste
y contribuya con una cuota económica.
Son derechos del militante:
a) Elegir y ser elegido, b) Discutir y participar en la
elaboración de la línea política, c) El derecho a crítica dentro de la
organización correspondiente, d) Solicitar el apoyo de la organización en su
trabajo político o de masas, e) Exigir el respeto de los estatutos y
principios partidarios.
Las transgresiones a la disciplina, serán evaluadas por los órganos dirigentes y traspasadas a una comisión de control, que aplicará sanciones o absolverá en conciencia, después de oír acusaciones, descargos y considerar atenuantes. Las sanciones consistirán en: A) amonestación privada o pública, b) suspensión temporal de deberes y derechos, c) destitución del cargo d) marginación temporal y observación, e) expulsión definitiva.
Son simpatizantes de la OCR todas aquellas personas que acepten totalmente su programa y principios y colaboren con su trabajo, pero que no estén en condiciones de aceptar los deberes del militante y tampoco sus derechos.
Son amigos de la OCR, aquellas personas que la ayuden constantemente, aún cuando no compartan totalmente su programa o principios, pero que mantengan una actitud de lealtad hacia la organización.
2.- Su estructura orgánica se basa en el CENTRALISMO
DEMOCRÁTICO que significa:
* Elección de sus dirigentes pertenecientes a los órganos de dirección, de abajo hacia arriba.
* Obligación de los organismos inferiores a dar cuenta de sus actos ante los organismos superiores de la OCR y del conjunto ante el Congreso Nacional como autoridad máxima.
* Disciplina rígida de todos sus integrantes y subordinación de la minoría a la mayoría.
* Acatamiento incondicional de los acuerdos de los órganos superiores por los inferiores.
3.- La critica y autocrítica es un derecho de todo
militante, a través de ésta, la organización se fortalece, ya que
permite descubrir las deficiencias y los errores individuales y colectivos.
Tal derecho deberá ser ejercido solo en los organismos regulares de la OCR,
en el cual milite. Cada militante no debe intervenir o interferir en las
tareas que desarrollen otros organismos paralelos del partido. Sin autorización
de ellos.
4.- Su organismo de base es el COMITÉ DE BASE, que se
construye en todos los frentes de masas, principalmente en las industrias y
lugares de trabajo o estudio.
5.- Sus organismos de dirección son el COMITÉ LOCAL,
el COMITÉ REGIONAL y la DIRECCION NACIONAL.
6.- Sus organismos máximos de decisión política son
la CONFERENCIA y el CONGRESO NACIONAL, a través de ellos se determina su línea
política y se elegirá a sus dirigentes.
7.- En la Organización Comunista Recabarren (OCR) no se
permite la existencia de fracciones que socavan la unidad y la disciplina de
la organización. Esto no quiere decir que no se permita la discusión, el
enfrentamiento de opiniones diversas, por el contrario, a través de ésta se
enriquece la línea política y su aplicación. Resuelta la línea a seguir ya
no hay razón para la existencia de tales opiniones divergentes. La minoría
debe someterse a la mayoría de no existir un acuerdo total sobre la materia
en cuestión.

LUIS EMILIO RECABARREN
[ Great communist revolutionary and organizer of the labor movement. Luis Emilio Recabarren was born July 6 of 1876 in Valparaiso.
He from the 14 years old suffered the persecution of the bourgeoisie, being imprisoned several times for the defense irreducible that made of the labor class and of the socialists ideas. It was a professional revolutionary dedicated entirely to the worker cause. Their great victory was the constitution of the Federación Obrera de Chile (Worker Federation of Chile) (FOCH), being the first national unions central. He also was the foundation of Partido Obrero Socialista POS (Worker Socialist Party) in 1912 Iquique, upon separating of the democratic party the one that, abandoning the socialists principles, it had become a party opportunist. Their political activity carries out it in Uruguay and Argentina. He also stayed bound to the international social democracy, knowing to V. I. Lenin in Switzerland in a congress of this.
To the victory of the Revolution of October, Recabarren hugged the defense from Soviet Russia, first worker state, against the aggression of the imperialistic powers to this revolution that knows personally when he travel in 1922 to the Soviet Union. The POS adhere to the Third International, transforming in their IV Congress carried out in January of 1922 in Rancagua, in the Communist Party of Chile. Recabarren dies in Santiago1924.]
WHAT IS THE O.C.R.?
The OCR is a political organization formed by communist revolutionaries that they defend the viability of the Socialism like it they formulated Marx and Engels and it was developed by Lenin, and applied during the construction of the socialism in the USSR in the period of Stalin, being a great experience, valuable for the future socialist society to implant in Chile.

THEIR ORIGINS
Their distant origins go back to the years 60s, when upon exploding the anti-revisionist polemic in the communist international movement, the separation of the consequents communists that they defended the revolutionary principles of the Marxismo-Leninismo took place, of those bourgeoisement parties that was added to the revisionists agreements adopted in the XX and XXII Congresses of the PCUS. Party that upon promoting the supposed "peaceful Road to the socialism," renounce to the Dictatorship of the Proletariat and be left aside in the URRS, permitted that the internal reaction grows with the help of the international imperialism and it impel the political-economic and moral descomposition of this and the posterior destruction of the first state worker and peasant.
In Chile, the militants that were for the Marxism-Leninism abandoned the old parties "communist" and "socialist" and they formed the combative Espartaco Group, that after a Congreso Programático and constituent it passed to be called Revolutionary Communist Party - PCR-, which carried out a self-denying revolutionary activity of discussion and defense of the Marxism-Leninism. Although this party nationaly vertebrated was the ideological vanguard of the workers, students and conscious peasants, in front of the political opportunists of right and left, it was not unaware of the errors of left that led to it isolate of the masses in the period of the Unidad Popular; what it led to their division and posterior disappearance at the beginning of the 80, for the repression that untied the dictatorship in their against. In 1985, some political squares and members of the PCR. they were regrouped and they gave life to the Recabarren Communist Organization OCR.
AGAINST WHAT FIGHT THE O.C.R.?
The OCR combats to the big capitalist groups and multinationals that exploit the workers and they plunder the national wealth protected by the imperialistics powers, mainly the Yankee imperialism, the one that through the Monetary International Fund- FMI- and the World Bank, they impose to our peoples their politicians of spoliation.
The OCR struggles to transform the means of production (natural wealth, industries, companies, etc.) in social property, finishing with the private property of these, that alone it permit the exploitation of the labor class and the impoverishment of the chilean people.
The OCR combats the bourgeois state that guarantees the dictatorship of the capital against the workers, using the armed forces and of order like guardian of their interests and the bureaucracy, in order to impede the participation of the people in the administration of the country.It struggle to establish a state of new type in Chile, a state of Popular Democracy in order to build the Socialism in Chile.
THE WAY OF THE OCR
We propose to create a strong and vast Popular Political - Social Movement in which they are represented all the populars parties and organizations syndicalists and social, in order to fight for:
A REAL DEMOCRACY AND NOT FICTITIOUS
* The end of the constitution of 1980, new constitution democraticly generated
* In order to finish with the current electoral binominal system, designed in order to impede that representatives of the people arrive to the parliament.
* Finish with the designated senators.
* Finish with the Council of National Security that subjects the citizenship to the control of the Armed Forces.
* Democraticship of the FF.AA. and polices, eliminating the Fascist ideology of these
* End of the inamovility of the commandants of the Armen Forces and polices.
THE RESPECT TO THE HUMAN RIGHTS AND PÚBLICS FREEDOMS
* We Demanded truth, judgement and punishment to the crimes of the dictatorship.
* Restrict the military justice only to the crimes made between military.
* Repeal the antiterrorist law and modify the law of Interior Security of the State.
* Not to a new CNI.
* Term of the "Labor Plan" and reformation of the Code of the Work that limits the capacity of defense and of fight of the workers in the face of the rises and the cessation.
* positive Integration for the natives peoples, respecting their rights.
FOR A BETTER QUALITY OF LIFE FOR THE CHILEANS
* Just Distribution of the national entrance through: Increases of salaries, wages and pensions according to the rise of the products of popular consumption.
* Previsional Reformation that finishes with the negotiated of the AFP and the companies of safety.
* Reformation of the health that improves the public medicine, finishing with the subsidy of the State to the Isapre.
* Destine an bigest budget for the construction of housings for the workers, aiding the autoconstruction and repair of housings.
* Bigest budget for education and defense of the state education.
DEFENSE OF ECONOMICS AND THE NATIONAL INDEPENDENCE
* Revision of all the agreements with the FMI and the World Bank injured for the country.
* Protection of the national production in the face of the foreign competition. Not to the free trade agreement. Giving the State credit help to the small industrial and farmers interested in the increase of the production.
* Demand that the forecasting funds administered by the AFP would be invested in their entirety in the country.
* Fixation for the Chilean State of the price of sale of the copper in the exterior.
This movement should develop from the very breast of the people in order to undertake the conquest of a Popular Democratic Government, National and Anti-Imperialist, in which the people has an effective and real participation through their organizations syndicalist and socials.
This government, although it won't finish with the capitalism, it will tend to finish with the power of the big national and transnational monopolies, creating an area of social property supporting to the medium and small company in order to reestablish the economics bases of the country that allow us to break with the dependence of the imperialism, and achieve an own development, according to the interests of the Chilean nation, for which we needed to promote the economic unit with all the Latin American countries, like a productive unit and I don't only commercial.
This historical stage of Popular Governments will prepare the step to the Democratic Popular Revolution, that it will break definitively with the power of the capitalists, establishing a new state, the Democratic Popular State, that will be the expression of the Democratic Dictatorship of the worker class in alliance with the peasants and the small urban bourgeoisie. State that they will organize the same popular masses, constituting POPULAR COUNCILS from the local level to the national, being under their control the democratic popular government, that will be directed for a POLITIC FRONT integrated by all the populars parties that they are for this revolution, under the hegemony of the proletariat.
This revolution will be the first stage in the conquest of the Socialism in Chile, process that will be carried out together and simultaneously with the fight of the Latin American peoples for their liberation. Also uniting the liberation fight of the Chilean worker class to the fight which doing the international proletariat for finishing with the imperialistic exploitation.
THE PARTY
The changes that the country needs, want all the social sectors of our town, but of them it is the worker class the only that could unite them in the fight for a Popular Government, Democratic, National Anti-Imperialist and pass to the Democratic Popular Revolution and to the Socialism, because the other classes stay in the field of the capitalism.
In order to conquer the political power, the worker class will constitute in a party, in which their better representatives militate. Party that should be armed with the revolutionary proletarian theory, the Scientific Socialism (Marxism- Leninism).
Luis Emilio Recabarren found the First Chilean Worker Party in 1912, the Worker Socialist Party POS, the one that in 1922 became the Communist Party of Chile. This party upon falling unfortunately under the small bourgeois influence, abandoning the revolutionary principles of the Marxism Leninism in 1956, it transformed from a party of worker root in one small bourgeois reformist.
The OCR has the main work fight for the constitution of a new type party, a Revolutionary Communist Party, for that reason, together with tossing the bases of that party, it impel the unit of all the communists faithful to the revolutionary principles of the Marxism Leninism at the same time and that they defend the insurgentional via of masses in order to conquer the power and the dictatorship of the proletariat.
PRINCIPLES PROFESS (1985)
The historical betrayal done for the revisionist clique of Corvalán and Co., in 1956 to the principles of the Marxism-Leninism, transforming the Communist party from Chile, found by Luis Emilio Recabarren, in a opportunist small bourgeois party, it left the Chilean worker class without their political party.
Several intents there is been facted by building a new party Communist Marxist Leninist in Chile, but these efforts have failed in the face of the pernicious action of deviations of left or of right, and those groupings that say be the new party, they have not broken relations still with said remnant and with the old revisionists practices, inherited of the old party "communist" of Chile.
These intents have permitted, nevertheless, the political development of many revolutionaries in the principles of the Marxism- Leninism, and part of these they have constituted a political organization to which they call ORGANIZACIÓN COMUNISTA RECABARREN (OCR), in honor to the great labor leader and leader Chilean communist, LUIS EMILIO RECABARREN.
The OCR considers its objectives:
1.- The diffusion of the Scientific Socialism and their defense of deformations and distorts by the revisionism and of the opportunists of left.
2.- The organization of the party of the Chilean Proletariat, the new Communist Party, that will be founded inside the principles of the Scientific Socialism (Marxismo-Leninismo) elaborated by Marx, Engels, Lenin and Stalin.

FROM THE STATUTES OF THE OCR
BÁSICS PRINCIPLES
1.- The Militant:
It could be member of the Organization Communist Recabarren OCR any worker or person that he don't exploit other people's work and accepts the program and statutes, it contribute to their practical application, act in one of their Base committees, fulfill all the decisions of this and contribute with an economic quota.
* They are rights of the militant:
a) Choose and be chosen, b) Discuss and participate in the elaboration of the political line, c) The right to critic inside the corresponding organization, d) Request the support of the organization in their political work or in the masses, and) Demand the respect of the statutes and principles of the party.
The transgressions to the discipline, they will be evaluated for the directing organs and passed over to a Commission of Control, that will apply sanctions or will acquit in conscience, after hearing accusations, discharges and consider extenuating. The sanctions will consist of: A) private or public admonishment, b) temporary suspension of duties and rights, c) deprivation of the position d) temporary margination and observation, and e) definitive expulsion.
*They are sympathetic of the OCR, all those people that accept their program and principles totally and they collaborate with their work, but that they are not in conditions of accepting the duties of the militant and neither their rights.
*They are friends of the OCR, those people that help it constantly, still when they don't share their program or principles totally, but that they maintain an attitude of loyalty toward the organization.
2.- Their organic structure is based on the DEMOCRÁTIC CENTRALISM that means:
* Election of their leaders belonging to the organs of address, below to up.
* Obligation of the inferior organisms to realize their acts in the face of the superior organisms of the OCR and of the whole, in the face of the National Congress like maximum authority.
* Rigid Discipline of all their members and subordination of the minority to the majority.
* Unconditional Observance of the agreements of the superior organs for the inferior.
3.- The criticize and the self-criticism is an all militant's right, through of this, the organization strengthens, since it allow to discover the deficiencies and the individual and collective errors. Such right it will be exercised only in the regular organisms of the OCR, in which he militate. Each militant should not intervene or interfere in the tasks that develop other parallel organisms of the party. Without authorization of them.
4.- Their base organism is the BASE COMMITTEE , that is built in all the fronts of masses, mainly in the industries and places of work or study.
5.- Their organisms of direction are the LOCAL COMMITTEE, the REGIONAL COMMITTEE and the NATIONAL DIRECTION.
6.- Their maxim organisms of political decision are the CONFERENCE and the NATIONAL CONGRESS, through them their political line is determined and will be chosen their leaders.
7.- In the Recabarren Communist Organization (OCR) is not permitted the existence of fractions that they undermine the unit and the discipline of the organization. This doesn't mean that it is not permitted the discussion, the confrontation of diverse opinions, on the contrary, through this gets rich the political line and their application. Resolved the line to follow continue, there is not reason for the existence of such opposite opinions. The minority should undergo to the majority if don't exist a total agreement on the matter in question.

LUIS EMILIO RECABARREN
[ Great communist revolutionary and organizer of the labor movement. Luis Emilio Recabarren was born July 6 of 1876 in Valparaiso.
He from the 14 years old suffered the persecution of the bourgeoisie, being imprisoned several times for the defense irreducible that made of the labor class and of the socialists ideas. It was a professional revolutionary dedicated entirely to the worker cause. Their great victory was the constitution of the Federación Obrera de Chile (Worker Federation of Chile) (FOCH), being the first national unions central. He also was the foundation of Partido Obrero Socialista POS (Worker Socialist Party) in 1912 Iquique, upon separating of the democratic party the one that, abandoning the socialists principles, it had become a party opportunist. Their political activity carries out it in Uruguay and Argentina. He also stayed bound to the international social democracy, knowing to V. I. Lenin in Switzerland in a congress of this.
To the victory of the Revolution of October, Recabarren hugged the defense from Soviet Russia, first worker state, against the aggression of the imperialistic powers to this revolution that knows personally when he travel in 1922 to the Soviet Union. The POS adhere to the Third International, transforming in their IV Congress carried out in January of 1922 in Rancagua, in the Communist Party of Chile. Recabarren dies in Santiago1924.]
WHAT IS THE O.C.R.?
The OCR is a political organization formed by communist revolutionaries that they defend the viability of the Socialism like it they formulated Marx and Engels and it was developed by Lenin, and applied during the construction of the socialism in the USSR in the period of Stalin, being a great experience, valuable for the future socialist society to implant in Chile.
The OCR took their name in order to honor the great labor leader and communist leader, LUIS EMILIO RECABARREN, of which it seek to rescue the revolutionary proletarian consequence, abandoned for the communist party of Chile, the one that stuck the revisionist line that was imposed from 1956 in the XX Congress of the PCUS and that led to the posterior destruction of the USSR and of the Popular Democracies.
THEIR ORIGINS
Their distant origins go back to the years 60s, when upon exploding the anti-revisionist polemic in the communist international movement, the separation of the consequents communists that they defended the revolutionary principles of the Marxismo-Leninismo took place, of those bourgeoisement parties that was added to the revisionists agreements adopted in the XX and XXII Congresses of the PCUS. Party that upon promoting the supposed "peaceful Road to the socialism," renounce to the Dictatorship of the Proletariat and be left aside in the URRS, permitted that the internal reaction grows with the help of the international imperialism and it impel the political-economic and moral descomposition of this and the posterior destruction of the first state worker and peasant.
In Chile, the militants that were for the Marxism-Leninism abandoned the old parties "communist" and "socialist" and they formed the combative Espartaco Group, that after a Congreso Programático and constituent it passed to be called Revolutionary Communist Party - PCR-, which carried out a self-denying revolutionary activity of discussion and defense of the Marxism-Leninism. Although this party nationaly vertebrated was the ideological vanguard of the workers, students and conscious peasants, in front of the political opportunists of right and left, it was not unaware of the errors of left that led to it isolate of the masses in the period of the Unidad Popular; what it led to their division and posterior disappearance at the beginning of the 80, for the repression that untied the dictatorship in their against. In 1985, some political squares and members of the PCR. they were regrouped and they gave life to the Recabarren Communist Organization OCR.
AGAINST WHAT FIGHT THE O.C.R.?
The OCR combats to the big capitalist groups and multinationals that exploit the workers and they plunder the national wealth protected by the imperialistics powers, mainly the Yankee imperialism, the one that through the Monetary International Fund- FMI- and the World Bank, they impose to our peoples their politicians of spoliation.
The OCR struggles to transform the means of production (natural wealth, industries, companies, etc.) in social property, finishing with the private property of these, that alone it permit the exploitation of the labor class and the impoverishment of the chilean people.
The OCR combats the bourgeois state that guarantees the dictatorship of the capital against the workers, using the armed forces and of order like guardian of their interests and the bureaucracy, in order to impede the participation of the people in the administration of the country.It struggle to establish a state of new type in Chile, a state of Popular Democracy in order to build the Socialism in Chile.
THE WAY OF THE OCR
We propose to create a strong and vast Popular Political - Social Movement in which they are represented all the populars parties and organizations syndicalists and social, in order to fight for:
A REAL DEMOCRACY AND NOT FICTITIOUS
* The end of the constitution of 1980, new constitution democraticly generated
* In order to finish with the current electoral binominal system, designed in order to impede that representatives of the people arrive to the parliament.
* Finish with the designated senators.
* Finish with the Council of National Security that subjects the citizenship to the control of the Armed Forces.
* Democraticship of the FF.AA. and polices, eliminating the Fascist ideology of these
* End of the inamovility of the commandants of the Armen Forces and polices.
THE RESPECT TO THE HUMAN RIGHTS AND PÚBLICS FREEDOMS
* We Demanded truth, judgement and punishment to the crimes of the dictatorship.
* Restrict the military justice only to the crimes made between military.
* Repeal the antiterrorist law and modify the law of Interior Security of the State.
* Not to a new CNI.
* Term of the "Labor Plan" and reformation of the Code of the Work that limits the capacity of defense and of fight of the workers in the face of the rises and the cessation.
* positive Integration for the natives peoples, respecting their rights.
FOR A BETTER QUALITY OF LIFE FOR THE CHILEANS
* Just Distribution of the national entrance through: Increases of salaries, wages and pensions according to the rise of the products of popular consumption.
* Previsional Reformation that finishes with the negotiated of the AFP and the companies of safety.
* Reformation of the health that improves the public medicine, finishing with the subsidy of the State to the Isapre.
* Destine an bigest budget for the construction of housings for the workers, aiding the autoconstruction and repair of housings.
* Bigest budget for education and defense of the state education.
DEFENSE OF ECONOMICS AND THE NATIONAL INDEPENDENCE
* Revision of all the agreements with the FMI and the World Bank injured for the country.
* Protection of the national production in the face of the foreign competition. Not to the free trade agreement. Giving the State credit help to the small industrial and farmers interested in the increase of the production.
* Demand that the forecasting funds administered by the AFP would be invested in their entirety in the country.
* Fixation for the Chilean State of the price of sale of the copper in the exterior.
This movement should develop from the very breast of the people in order to undertake the conquest of a Popular Democratic Government, National and Anti-Imperialist, in which the people has an effective and real participation through their organizations syndicalist and socials.
This government, although it won't finish with the capitalism, it will tend to finish with the power of the big national and transnational monopolies, creating an area of social property supporting to the medium and small company in order to reestablish the economics bases of the country that allow us to break with the dependence of the imperialism, and achieve an own development, according to the interests of the Chilean nation, for which we needed to promote the economic unit with all the Latin American countries, like a productive unit and I don't only commercial.
This historical stage of Popular Governments will prepare the step to the Democratic Popular Revolution, that it will break definitively with the power of the capitalists, establishing a new state, the Democratic Popular State, that will be the expression of the Democratic Dictatorship of the worker class in alliance with the peasants and the small urban bourgeoisie. State that they will organize the same popular masses, constituting POPULAR COUNCILS from the local level to the national, being under their control the democratic popular government, that will be directed for a POLITIC FRONT integrated by all the populars parties that they are for this revolution, under the hegemony of the proletariat.
This revolution will be the first stage in the conquest of the Socialism in Chile, process that will be carried out together and simultaneously with the fight of the Latin American peoples for their liberation. Also uniting the liberation fight of the Chilean worker class to the fight which doing the international proletariat for finishing with the imperialistic exploitation.
THE PARTY
The changes that the country needs, want all the social sectors of our town, but of them it is the worker class the only that could unite them in the fight for a Popular Government, Democratic, National Anti-Imperialist and pass to the Democratic Popular Revolution and to the Socialism, because the other classes stay in the field of the capitalism.
In order to conquer the political power, the worker class will constitute in a party, in which their better representatives militate. Party that should be armed with the revolutionary proletarian theory, the Scientific Socialism (Marxism- Leninism).
Luis Emilio Recabarren found the First Chilean Worker Party in 1912, the Worker Socialist Party POS, the one that in 1922 became the Communist Party of Chile. This party upon falling unfortunately under the small bourgeois influence, abandoning the revolutionary principles of the Marxism Leninism in 1956, it transformed from a party of worker root in one small bourgeois reformist.
The OCR has the main work fight for the constitution of a new type party, a Revolutionary Communist Party, for that reason, together with tossing the bases of that party, it impel the unit of all the communists faithful to the revolutionary principles of the Marxism Leninism at the same time and that they defend the insurgentional via of masses in order to conquer the power and the dictatorship of the proletariat.
PRINCIPLES PROFESS (1985)
The historical betrayal done for the revisionist clique of Corvalán and Co., in 1956 to the principles of the Marxism-Leninism, transforming the Communist party from Chile, found by Luis Emilio Recabarren, in a opportunist small bourgeois party, it left the Chilean worker class without their political party.
Several intents there is been facted by building a new party Communist Marxist Leninist in Chile, but these efforts have failed in the face of the pernicious action of deviations of left or of right, and those groupings that say be the new party, they have not broken relations still with said remnant and with the old revisionists practices, inherited of the old party "communist" of Chile.
These intents have permitted, nevertheless, the political development of many revolutionaries in the principles of the Marxism- Leninism, and part of these they have constituted a political organization to which they call ORGANIZACIÓN COMUNISTA RECABARREN (OCR), in honor to the great labor leader and leader Chilean communist, LUIS EMILIO RECABARREN.
The OCR considers its objectives:
1.- The diffusion of the Scientific Socialism and their defense of deformations and distorts by the revisionism and of the opportunists of left.
2.- The organization of the party of the Chilean Proletariat, the new Communist Party, that will be founded inside the principles of the Scientific Socialism (Marxismo-Leninismo) elaborated by Marx, Engels, Lenin and Stalin.
